Temporary Disabling of Rerun Button for 'Submitting' Jobs

We are temporarily disabling the Rerun button for jobs in the Submitting phase. We are working on solutions and hope to re-enable this feature within the next week.

Currently, clicking the rerun button for jobs in this phase results in an error every time. While this issue is not new, a recent change has unintentionally increased its occurrence.
